WHAT IS THE SMALL BUSINESS SELF EMPLOYEDDIVISION?

Vacancies will be filled in the following specialty areas:
SBSE - Small Business/Self Employed, SB/SE Deputy Commissioner Exam, Specialty Examination, Estate & Gift /Excise Tax Exam

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Collects representative samples of taxable fuel from terminals, fuel storage facilities (wholesalers), retail fuel facilities, vehicle fuel supply tanks, fuel transport compartments, and end-users; and for bio-product at producers, blenders, wholesale and retail locations. Determines proper inspection sites for fuel screening; and prepares fuel samples for shipment.
  • Proposes appropriate penalties for all misuse of fuel; recommends penalty assessments for infractions; calculates penalties, and makes initial request for payment of penalties; initiates installment agreements; and processes payments received; and applies for and serves administrative Writs of Entry as necessary.
  • Screens for bio-product at wholesale/retail locations; uses hand-held testing kit to determine whether to send samples to the lab for analysis of bio-component; recommends appropriate penalties for unregistered bio-blenders.
  • Verifies proper registration of bio-blenders and display of pipeline vessel operator registration in accordance with regulations; and screens for proper fuel notices on documents accompanying sale or disbursal of fuel from terminals.

Requirements Conditions of Employment

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a to determine your suitability for Federal employment, at the time requested by the agency.

Qualifications Federal experience is not required. QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENT:

The physical duties of this position require moderate physical exertion involving walking, standing, bending and stooping for two-hour periods during inspections. You must be able to regularly lift 10 -15 pounds and on occasion lift up to approximately 30 pounds while climbing stairs and/or ladders. Work involves exposure to outdoor weather, dirt, grime, grease, dust, high noise levels, toxic fuel additives, spilled or leaking materials/fumes. You must be able to distinguish basic colors and have peripheral vision sufficient to conduct inspections, be aware of surroundings, prevent and avoid potentially dangerous situations. You must have manual dexterity with free motion of fingers, wrist, elbows, shoulders, hips, and knee joints. Arms, hands, and feet must function sufficiently to perform the duties satisfactorily. Prior to appointment you will be required to pass a physical examination verifying your ability to exhibit these physical duties.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE:

GS-7 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with investigative techniques to conduct interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data. Experience in fuel sampling procedures. Experience of basic business practices and methods, such as record keeping, to review business operations.

OR One year of graduate level education at an accredited college or university in any field of study.

OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR At least 1 year of combined graduate education and experience as defined above.

SPECIALIZED EXPERIENCE: GS-9 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in conducting interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data. Experience in conducting investigations, analyzing basic business operations, verifying compliance with specific laws or activities in the petroleum industry. Experience in securing fuel samples Experience researching technical issues, handling a varied a workload and completing closing actions. ORA master's or equivalent graduate degree in a related field of study such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science, Geosciences. Political Science, Law Enforcement, or other fields related to the petroleum industry.

OR Two (2) full years of progressively higher-level graduate education leading to a Master's or equivalent degree in a related field of study such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science, Geosciences. Political Science, Law Enforcement, or other fields related to the petroleum industry.

OR LL.B. or JD if related.

OR At least 1 year of combined graduate education and experience as defined above.

SPECIALIZED EXPERIENCE: GS-11 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience in conducting interviews, recognizing, and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data. Experience in conducting investigations, securing, or testing fuel samples and participation in legal or administrative proceedings. Experience analyzing complex business operations, verifying compliance with fuel tax laws or activities in the petroleum industry. Experience researching complex technical issues, handling an extensive workload, and completing closing actions. ORA Ph.D. or equivalent doctoral degree in a related field of study such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science, Geosciences, Political Science, Law Enforcement, or other fields related to the petroleum industry.

OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science, Geosciences, Political Science, Law Enforcement or other fields related to the petroleum industry.

OR LL.M., if related.

OR At least 1 year of combined graduate education and experience as defined above.
